Matawhānui Licence Pathway Model

Matawhānui is the comprehensive and proven pathway model developed by the Wairoa Young Achievers Trust (WYAT) to support Wairoa community members in successfully obtaining their driver licences. The programme offers a structured approach, including learner licence courses, defensive driving lessons, practical driving instruction, and licence testing.

Throughout the programme, participants receive holistic pastoral care from WYAT staff, ensuring they have the necessary support to meet each milestone. This includes providing allowances for test failures and resits to promote success.

WYAT firmly believes that the Matawhānui model is improving road safety in the Wairoa district. Graduates of the programme become safe, competent drivers, no longer having to worry about being unlicensed. This reduces repeat traffic offences and fines, while also boosting driver confidence. In some cases, participants have become the first in their family to obtain a licence, inspiring others in their whānau to follow suit.

Referrals to the programme are welcomed from various sources, including employers, community organisations, and family members. Self-referrals are also encouraged.

Ngatahi Licence Programme

The Ngatahi programme extends the benefits of the Matawhānui Licence Pathway Model to a broader segment of the Wairoa community, providing essential driver licensing support to adults over the age of 24 who are outside of WYAT’s youth contracts.

This programme was established in response to the success of the youth-focused Matawhānui model, with family members and other community members recognising the importance of becoming fully licensed drivers.

However, the challenge of obtaining a driver licence in Wairoa has grown over the past decade due to the removal of practical testing from the area. For many, travelling to Gisborne or Napier for tests is a significant barrier, with fuel costs, work commitments, and shared family vehicles compounding the issue. WYAT recognised that many Wairoa residents remained at the learner’s licence stage not by choice, but due to the unavailability of testing options. This situation has created a social challenge, with many drivers vulnerable to legal penalties and limited job opportunities.

Ngatahi was piloted over a four-month period, during which it achieved remarkable results, cementing its place as an integral part of the Wairoa community’s support system.
